Pearl Oriental Oil Appoints Deputy Chairman and Directors

Pearl Oriental Oil disclosed Wednesday that it has appointed Mohamad Ajami as Deputy Chairman and Executive Director and Hilal Al-Busaidi as Executive Director with effect from Jan. 26.

Ajami, 58, started his career in North Africa in the oil and gas sector. He developed his mergers and acquisitions business, specializing in the development of major oil and gas resources, and mineral resources in the Gulf, Africa and the Mediterranean Basin. Ajami was also one of the founding shareholders of Ophir Energy, as well as the driving force behind the development of a major liquefied natural gas (LNG) project in the Arabian Gulf.

As part of his employment package, Ajami will be entitled to a director's fee of $100,000 per annum, as well as share options.

Al-Busaidi, 40, started his career with Schlumberger as a field engineer. In Schlumberger, Al-Busaidi worked in Saudi Arabia, Indonesia, Kuwait and Oman and gained experience in exploration well logging, managing the wireline, testing, tubing conveyed perforating and coiled tubing activities, client support services and operations management. In 2002, Al-Busaidi left Schlumberger to start his own ventures. The companies founded by Al-Busaidi includes: Falcon Oilfield Services, Petroleum Services Company, Gulf Energy and Medco.

As part of his employment package, Al-Busaidi will be entitled to a director's fee of $100,000 per annum, as well as share options.

How plant communities endure stress

Jan. 30, 2013 ? The Stress Gradient Hypothesis holds that as stress increases in an ecosystem, mutually supportive interactions become more significant and negative interactions, such as competition, become less so. The idea has been hotly debated but is now backed by a review of hundreds of studies co-authored in Ecology Letters by Mark Bertness, professor of biology at Brown, who first formally proposed the hypothesis in 1994. The time has come, he said, to test its application and predictive value.

Ecology is rife with predation, competition, and other dramatic "negative interactions," but those alone do not determine the course life on Earth. Organisms sometimes benefit each other, too, and according to the Stress Gradient Hypothesis, their "positive interactions" become measurably more influential when ecosystems become threatened by conditions such as drought. Ecologists have argued about the hypothesis ever since Brown University ecologist Mark Bertness co-proposed it in 1994; Bertness says a large new global meta-analysis he co-authored in Ecology Letters definitively shows that it is true.

The evidence, principally analyzed by former Brown visiting graduate student Qiang He of Shanghai Jiao Tong University in China, comes from 206 studies of 727 shifts of plant interactions amid varying degrees, or gradients, of stress on six continents. Examining the data from each paper and contacting original authors when necessary, He determined the overall trends across the many experiments.

In the vast majority of studies, as stress increased, the significance of interactions shifted toward mutual support in that positive interactions, such as those that promoted neighbors' survival, strengthened in influence, and negative interactions, such as those that hindered neighbors' growth, weakened. In some studies, stress did not change interactions, but negative interactions never increased as stress did, no matter what kinds of plants were involved, what kinds of conditions they were under, or where they were.

Grasses, trees and shrubs have obvious differences, but in times of stress their communities exhibit less negative competitive pressure and more facilitative, positive interaction."Our results show that plant interactions generally change with increased environmental stress and always in the direction of an outright shift to facilitation (typical for survival responses) or a reduction in competition (typical from growth responses)," the authors wrote in the paper published online. "We never observed an increase in competition at higher stress. These findings were consistent across fitness measures, stress types, growth forms, life histories, origins, climatic zones, ecosystems and methodologies."

Analyses of studies of grasses, trees, and shrubs, for example, found that despite the obvious differences among these plant types, they all shifted toward less negative or more positive interactions.

"Typically, highly competitive species [e.g., grasses] have decreased competitive or neutral effects at high stress, whereas less competitive species [e.g., trees] have strong facilitative effects at high stress," the authors wrote.

Overall, the researchers found, studies with observations of greater degrees of stress increase -- "longer" stress gradients -- also observed greater degrees of shift toward positive interactions.

The hypothesis and the importance of positive interactions in ecology began to occur to Bertness in the 1970s and 1980s. As a junior faculty member at Brown, along the shores of Rhode Island, he noticed that seaweeds and barnacles would never survive the heat stress above the tides in isolation. They could only persist in groups, suggesting that with stress, organisms were better off together -- despite their competition -- than apart.

It's the same reason why sparsely planted gardens wilt in hot, dry conditions while more densely planted gardens survive. Mutually beneficial soil shading becomes more important than competition for that soil moisture when it becomes scarce.

Bertness published the Stress Gradient Hypothesis in Trends in Ecological Evolution with Ray Callaway, then a graduate student at the University of California-Santa Barbara. Callaway is now a professor at the University of Montana.

A shift in research?

Hundreds of studies over two decades from sites around the world suggest that the Stress Gradient Hypothesis can be employed as a rule of thumb. "We're no longer in the casual, earlier stages of ecology," says biologist Mark Bertness.Nearly two decades later with so much evidence now assembled, Bertness said, ecologists should feel confident enough in the Stress Gradient Hypothesis to employ it as a "rule of thumb." Rather than continuing to debate whether the hypothesis is valid, he said, researchers could now focus on crafting experiments to probe how much predictive value the hypothesis has and test its applications to conservation biology.

The hypothesis suggests, for example, that marine ecosystem managers who want to help tropical fish should focus on sustaining foundational species in the ecosystem, such as corals. With the ecosystem's foundation shored up the natural tendency among species toward greater positive interactions under stress should allow the fish to weather stress better.

"We're no longer in the casual, earlier stages of ecology," Bertness said. "In our lifetimes we're watching Caribbean coral reefs die, kelp forests die, and salt marshes and sea grass beds being decimated. We need to figure this stuff out quickly. These are no longer intellectual arguments without consequence."

In other words, with nature under stress, Bertness hopes that He's efforts to pull together the available data will lead ecologists to pull together so that they can apply the guidance the hypothesis provides.

In addition to He and Bertness, the paper's other author is Brown postdoctoral scholar Andrew Altieri. He's visiting scholarship at Brown was funded by the Shanghai Jiao Tong University Visiting Scholar Fellowship.

Study highlights attitudes toward HPV vaccination for boys

A new Boston University School of Medicine (BUSM) study has found that low-income and minority parents/guardians were receptive toward vaccinating boys against Human Papilloma Virus (HPV). However, racial/ethnic differences emerged in attitudes regarding school-entry mandates. The findings appear online in the journal Clinical Pediatrics.

Although low-income and minority men have higher rates of oral HPV infection and are more likely to suffer from HPV-related diseases including penile, anal and oral cancers, few studies have examined parental attitudes after the HPV vaccine was approved for males in 2009.

This study aimed to provide an in-depth understanding of how low-income and minority parents view HPV vaccination for boys using open-ended interview questions. The analysis was based on the Health Belief Model which measures perceived severity, susceptibility, benefits and barriers.

Researchers led by corresponding author, Rebecca Perkins, MD, MSc, assistant professor of obstetrics and gynecology at BUSM, interviewed 120 parents and legal guardians of boys age 11 to 17 who accompanied them for physician visits between December 2011-2012. All subjects were read a short educational paragraph explaining HPV and HPV vaccination prior to answering questions.

Perceiving the severe consequences of being exposed to HPV, most parents/guardians saw more benefits than barriers to vaccinating boys against HPV. Researchers found the most prominent barrier to vaccination was lack of information about the long-term efficacy and safety of the vaccine, specifically for males.

"This study indicates that most parents would accept HPV vaccination for their sons just as readily as for daughters. Future research should explore the effects of the 2012 recommendations for routine vaccination for males on parental attitudes and uptake of HPV vaccination among both sexes," said Perkins.

Although race/ethnicity revealed no differences in parent/guardians' views towards vaccinating boys, minority study participants were more likely than white participants to support school-entry mandates, requiring children to receive the HPV vaccine.

Results from this study suggest that low-income and minority parents/guardians are inclined to accept HPV vaccination for boys with the aim of protecting them from cancer and other diseases, but would like more information specifically related to HPV in males. More African-American (73 percent) and Latino (86 percent) than Caucasian (44 percent) participants supported school-entry mandates, but all feel that requirements should apply to both genders.

Interactive: Mapping High School Graduation, Dropout Rates Across the U.S

The National Center for Education Statistics released this week a report on public-school graduation and dropout rates, and the news overall isn?t bad. About 78 percent of high school students have graduated within four years, the highest average since 1974.

Graduation rates by race and ethnicity are up across the board, with Hispanic students seeing a 10-point increase over five years to 71.4 percent, and black students showing a 7-point increase to 66.1 percent.

But it?s hard to ignore comparative gaps. Asian-American students graduate at a rate of 93 percent--nearly 27 points higher than black students--while white students are at 83 percent.

Also, students of color drop out at a higher rate. While the national average stands at 3.4 percent, the rate for Hispanics is 5.5 percent, and that for black students is 5 percent. In comparison, just 1.9 percent of Asian and Pacific Islanders and 2.3 percent of white students are not finishing high school.

The maps below show graduation and dropout rates.?The darker areas represent higher percentages of students either graduating within four years or dropping out of school.

On average, students on the East and West coasts complete school at rates better than students in parts of the South. Dropout rates appear to almost mirror that effect: More students drop out in the South than anywhere else.

US Justice Department asks FCC to delay Sprint's merger with Softbank (update: Sprint statement)

It appears that Dish wasn't the only one who wants the FCC to put the brakes on Softbank's merger with Sprint. Bloomberg reports that the US Justice Department has just requested that the FCC delay the deal as well. No word on why governmental lawyers are making the request, but we'll update this post as soon as more information is available.

Update: While the DOJ has recommended that the FCC delay its approval of the deal due to national security concerns, it turns out that Dish has decided not to stand against the merger, after all. So, Sprint and Softbank have exchanged a private sector problem for a governmental one. The DOJ's scrutiny certainly provides a significant hurdle for the deal to clear, but it doesn't necessarily mean that the two telcos can never be together. We'll have to wait and see whether Uncle Sam gives the merger its final stamp of approval.

Update 2: Sprint has issued a statement on the matter: 'This is a routine request when working with the CFIUS agencies regarding national security." So, it seems that the folks in Overland Park aren't overly concerned with the DOJ's snooping.

Mali: Town of Gao celebrates arrival of French

SEVARE, Mali (AP) ? Residents of the northern Malian city of Gao are celebrating the arrival of French and Malian forces.

The French-led mission entered Gao over the weekend and took control of the airport and a major bridge and patrolled the town.

Gao, the largest city in northern Mali, had been under the grip of radical Islamists for nearly 10 months.

Gao resident Hassane Maiga, reached on the phone, said jubilant residents joyously greeted the French and Malian troops.

Meanwhile, French and Malian forces are also advancing on the fabled desert town of Timbuktu.

The Islamists seized control of the north after a military coup last March created chaos. So far the French have met little resistance though it remains to be seen whether the Malians can maintain control of the towns.

New technique sheds light on RNA

Jan. 28, 2013 ? When researchers sequence the RNA of cancer cells, they can compare it to normal cells and see where there is more RNA. That can help lead them to the gene or protein that might be triggering the cancer.

But other than spotting a few known instigators, what does it mean? Is there more RNA because it's synthesizing too quickly or because it's not degrading fast enough? What part of the biological equilibrium is off?

After more than a decade of work, researchers at the University of Michigan Comprehensive Cancer Center have developed a technique to help answer those questions.

The method involves a compound called bromouridine, which can be used to tag or label newly created RNA. Researchers apply the bromouridine for 30 minutes then isolate the RNA to see where the new RNA was made. They call this process Bru-Seq.

On the other hand, the researchers can follow up the bromouridine labeling with a rinse with the chemical uridine for different periods of time. They call this BruChase-Seq because the uridine chases away the newly made RNA so they can look at how the RNA ages over the course of one hour, two hours or six hours. In other words, is the RNA degrading like it's supposed to?

"We can see the whole pattern of all the RNA that's synthesized and all the RNA that's stable vs. degrading. We can sort it out in terms of synthesis and stability and see if a particular RNA is more stable in the cancer cell than the normal cell or if it is taking longer to degrade in the cancer cell than in the normal cell," says study author Mats Ljungman, Ph.D., associate professor of radiation oncology at the U-M Medical School.

"With our technique, we're adding 10-fold more depth to the picture of how genes are expressed," he adds.

Ljungman is part of the Cancer Center's new Translational Oncology Program, which brings together cancer researchers from across the University of Michigan to speed the translation of basic science into clinical trials and new treatment opportunities for patients.

The Cancer Center is currently using gene sequencing techniques to help match advanced cancer patients with potential clinical trial opportunities based on the make-up of their tumor.

In addition to helping with cancer sequencing, Ljungman sees potential for this new technique to help with identifying diseases such as diabetes or inflammation. In the paper describing the technique, published online in Proceedings of the National Academy of Sciences, the researchers describe how they used it to understand an inflammatory response in cells. The researchers have also used the technique to test blood samples.

With a great deal more investigation, Ljungman envisions that one day the test could potentially be offered to people visiting their doctor as a way to monitor changes in the RNA.

"If something is significantly changed from one test to the next, it could be a red flag or an early warning sign of disease. That would be the broadest use of this technology," Ljungman says.

These 15 web design trends will be hot for 2013:

1. New Design Technology

Designers have a huge pool of new web development tools to play with. HTML 5, CSS 3, and Jquery are just a few of many to recently hit the scene. With features such as native video capabilities and easy drop shadows, look for these tools to play a huge role moving forward.

2. One Page to Rule All

At one time, keeping your important content above the fold was the unwritten rule of thumb. Lately, however, we have learned that single page web design has its perks. Sites that understand how to take full advantage of their real estate, while remembering the importance of still keeping key information near the top of the page can make out swell with this trend.

Faster Internet speeds combined with snappier browsers have made much richer and more content orientated pages faster to load.

3. Interactive Response

Advancements in mobile and Internet technology have made the digital landscape more interactive than ever. These are the experiences users crave, and website owners must cater to their preferences with experiences they will respond to. Whether it?s playing with an app or engaging in a community forum, an interactive site can only lead to a better user experience.

4. More Mobile-Friendliness

Mobile continues to explode in the areas of usage and traffic. It will continue to be the trend to follow through 2013. If your website is not mobile-friendly by now, you have probably missed out on a golden opportunity or two. With three big names on the scene in terms of mobile operating systems and the likes of BB10, Firefox and Ubuntu OS coming to phones ? it?s only just getting started.

5. Deeper Social Integration

Apparently Facebook was onto something when the company introduced the Cover Photo for its timeline format. The trend has been followed by others in the social space, as well as professionals in the web design arena. Website operators fighting for the user?s attention will not hesitate to entice them with oversized headers, images, and footers.

With the Windows Surface Pro around the corner and Windows 8 taking a touch friendly approach ? larger icons and imagery will be become a lot more common place.

7. Magazine-Like Formats

Magazines are increasingly moving online and bringing along an interesting trend in the process. Web development teams have been quite busy using CMS and blogging tools to create online havens for new and veteran publishers alike. But this trend is not limited to a single industry as numerous article-orientated sites have borrowed from the concept and incorporated the magazine-inspired format in their content marketing strategies.

8. The Circle Effect

CSS 3 is playing a role in numerous design trends, especially those that involve cool box effects. Circles fit the bill and have much to offer apart from being visually appealing. They can be used to form navigation schemes, trendy footers, and even frames for stylish artwork.

Web development is no doubt evolving, but if you look at some of the design trends out there, you may think we were moving backwards ? like cheesy lighting effects and weird color combinations reminiscent of magazine adverts and movie posters from the 80s backwards. Apparently this old school style is being well received because it is popping up all over the web.

11. Food for Freeloaders

Long ago, marketers learned that one of the fastest ways to get the consumer to take action was to offer something free in exchange for their time and participation. This way of thinking has spilled over to web design as many sites have started to offer freebies on a regular basis. Whether it?s a free white paper or free WordPress theme, it?s hard to go wrong when you?re giving away stuff people actually want.

12. The App Experience

One of the many reasons designers and developers are so excited about HTML 5 is because of its ability to run games and other applications directly in the browser. The newest version of the language is already being used to create magical experiences on smartphone and tablet devices. 2013 could still be the year we see the app experience deeply integrated into the traditional website.

13. Information Graphics

Infographics aren?t new, but they?re hot. Funny thing is, we haven?t even scratched the surface with this stuff. The latter part of the year might be when we see designers really get innovative with infographics.

14. Images as Backgrounds

Here?s an emerging trend we can thank photographers and brands in the fashion world for. In the digital space, companies across multiple industries are using this one with a great deal of success. High-quality photography can set the scene for some very engaging backgrounds.

15. Big Letters

Brands have been using big, bold headlines in their design schemes for years. However, we are just starting to see businesses apply the same format online. This trend will carry us beyond the end of the year as more designers aim to grab attention on first glance.

You have fads that come and go, but count on these web design trends sticking around for a while. Some are only getting started and should demonstrate their true potential in the very near future.

Villanova Upsets Syracuse 75-71 In Overtime (VIDEO)

PHILADELPHIA ? Ryan Arcidiacono hit the tying 3-pointer with 2.2 seconds left in regulation, and James Bell hit consecutive 3s in overtime to send Villanova to its second win over a Top 5 team this week, 75-71 over No. 3 Syracuse on Saturday.

The Wildcats defeated No. 5 Louisville 73-64 on Tuesday and became the first unranked team to beat two Top 5 teams in the same season since Florida State in 2011-12, according to STATS LLC.

Arcidiacono's 3-point attempt to tie with about 25 seconds left in regulation was off the mark. Syracuse's Michael Carter-Williams missed the front end of a 1-and-1 and JayVaughn Pinkston of the Wildcats grabbed the rebound.

Bell missed a 3 and Mouphtaou Yarou grabbed the offensive rebound. Syracuse decided not to foul, giving Yarou time to kick it out to Arcidiacono. He let go a leaner from just beyond the 3-point line to tie the game at 61, force overtime and send the crowd into a frenzy.

With the Orange (18-2, 6-1 Big East) down two points in overtime, Brandon Triche made one free throw with 46.5 seconds left.

Bell followed with a layup to for a 71-68 lead and the Wildcats (13-7, 4-3) held on from the free throw line.

Philly's college fans came down with a case of court-storming fever this week after Villanova's win over Louisville and La Salle's 54-53 win the next night over No. 9 Butler. At the Wells Fargo Center, home of the NHL's Flyers, the fans made it a Philly hoops hat trick, rushing the court in celebration of one of the biggest regular-season weeks in Villanova history.

Florida State beat No.3 North Carolina and No. 4 Duke in its big week.

Darrun Hilliard scored 25 points and Yarou had 14 points and 16 rebounds for the Wildcats while Bell scored 13 points.

Triche led the Orange with 23 points and Carter-Williams scored 17 points. The Orange had an eight-game winning streak and both of their losses came to Philadelphia teams. They lost to Temple on Dec. 22.

The Orange clearly could have use James Southerland in the tight game. Southerland, second on the team in scoring at 13.6 points and the team leader with 33 3-pointers, was declared out indefinitely because of an eligibility matter involving academics that has yet to be resolved.

Jerami Grant, who played well in Southerland's absence, fouled out with 5:22 left and the Orange up one. His fifth foul was against Hilliard. Hilliard missed both from the line, the Orange stormed down in transition off the defensive board, and Triche hit a 3 for a 57-53 lead.

The Orange just could never put them away. They missed six of eight shots in overtime and were only 5 of 14 overall from 3-point range.

Grant's 3-pointer early in the second half gave the Orange their first lead of the game, 33-32.

The Wildcats gave all the students standing behind each basket and dressed in white an early reason to think they would be rushing again. They opened the game on a 10-0 run and stretched the lead to 25-13. But the fun didn't last long.

Triche, a 50 percent shooter on the season, hit Syracuse's first 3-pointer of the half to slice the lead to four. He tipped in a basket at the buzzer to cut the lead to 32-26.

Syracuse missed 10 of its first 14 shots and finished at 29 percent for the half.

CDC: Flu seems to level off except in the West

New government figures show that?flu cases?seem to be leveling off nationwide. Flu activity?is declining in most regions although?still rising in the West.

The Centers for Disease Control and Prevention says hospitalizations and deaths spiked again last week, especially among the elderly. The CDC says quick treatment with antiviral medicines is important, in particular for the very young or old. The season's first flu case resistant to treatment with Tamiflu was reported Friday.

Eight more children have died from the flu, bringing this season's total pediatric deaths to 37. About 100 children die in an average flu season.

There is still vaccine available although it may be hard to find. The CDC has a website that can help.

Reddit gay gamers to fight Gaymer trademark (Wired UK)

Members of Reddit's /r/gaymers community are taking legal action following a cease and desist letter regarding their use of the trademarked term "gaymer".

"Gaymer" -- a term for gamers who self-identify as part of the LGBT community -- was granted as a trademark in 2007 to Chris Vizzini who owns gaymer.org but members of the gaymers subreddit are petitioning to have the trademark revoked on the grounds that the term should remain in the public domain.

"For [/r/gaymers] members, many of whom have been politically and/or socially marginalised, the term gaymer represents a community based on a common purpose and activity," explains the petition to the US Patent and Trademark Office. "They are proud to be members of that community, and were surprised that [Chris Vizzini] claimed ownership of the common term that describes it."

The group are being defended pro bono by lawyers from Perkins Coie and the Electronic Frontier Foundation who argue that the trademark should never have been registered.

"This registration should never have been granted," said Corynne McSherry, a lawyer with EFF, in a statement reported in Ars Technica. "Gaymer is a common term that refers to members of this vibrant gaming community, and we are happy to help them fight back and make sure the term goes back to the public domain where it belongs."

Vizzini has responded to the legal action in a post on gaymer.org citing a comment from another user which he said summed up his point:

"He was the first and only person to apply for the "Gaymer" mark, as it was in his interest to protect a property (gaymer.org) he had invested in, upon the granting of the mark he is obligated to protect his property when its use is infringed upon, otherwise it could be considered implied consent or equitable estoppel."

Vizzini went on to add, "I had an idea 10 years ago, made it happen, put the money and hours into it, the idea picked up steam and I trademarked it. That's how the system works."

A drone flyover at inauguration? The Onion strikes again

The Onion strikes again.

A radio host fell for a?fake story from the satirical website that showed a doctored image of a ?drone flyover? on President Barack Obama?s inauguration day.

The post on the Facebook page of KFAI host Andy Driscoll was surfaced by City Pages, which pointed out that Driscoll, who hosts ?TruthToTell? on the community radio station in Saint Paul, Minn., had written "ugly" underneath an image that showed what appeared to be?three remote-controlled drones ominously hovering over the enormous crowds.

Driscoll's posting sparked a long comment thread, including this from Kristin Tapper: ?1984 is no longer fiction.?

Driscoll seemed to agree: ?Never seen three in a cluster formation like that, but they're obviously scanning the crowd for potential trouble?all monitored by a site in Las Vegas.?

But even when Driscoll learned the story was fake, he argued that it felt true:??There's a reason the Onion can make satire out of this photo, which was obviously doctored to give us a laugh (ceremonial drone flyover, indeed! HA!), is that satire is a stretch of the truth."

The radio host shouldn't feel bad about being fooled; after all, the Onion got China's main?newspaper, People's Daily Online, to run a story announcing that North Korea's leader Kim Jong Un had been named Sexiest Man Alive.

VCA West Los Angeles will open its newly-constructed animal hospital early this year. Belkin to buy Linksys router maker from Cisco

(AP) ? Belkin, a maker of smartphone cases and computing accessories, said Thursday that it is buying the home networking business unit of Cisco, including the Linksys router brand.

Privately held Belkin, based in Playa Vista, Calif., did not disclose the purchase price, nor did Cisco Systems Inc.

Belkin intends to maintain the Linksys brand, as well as honor warranties on current and future Linksys products. The company said that after the acquisition, it will account for about 30 percent of the U.S. retail home and small-business networking market.

The transaction is expected to close in March.

Cisco shares fell 5 cents in after-hours trading to $20.97 following the announcement, after closing up 40 cents, or 1.9 percent, at $21.02 in the regular session.

Defiant Clinton: US strengthening embassy security

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton, at times emotional and fierce, insisted on Wednesday that the department is moving swiftly and aggressively to strengthen security at U.S. missions worldwide after the deadly Sept. 11 raid on the consulate in Libya.

In her last formal testimony on Capitol Hill as America's top diplomat ? but perhaps not her last time on the political stage ? Clinton once again took full responsibility for the department's missteps leading up to an assault at the U.S. facility in Benghazi, Libya, that killed Ambassador Chris Stevens and three other Americans.

Her voice cracking at one point, Clinton said the experience was highly personal.

"I stood next to President Obama as the Marines carried those flag-draped caskets off the plane at Andrews. I put my arms around the mothers and fathers, sisters and brothers, sons and daughters," she told the Senate Foreign Relations Committee at a jam-packed hearing.

Her voice rising to Republicans' challenges at another point, she defended the Obama administration and U.N. Ambassador Susan Rice, who was vilified for widely debunked claims five days after the attack that protests precipitated the raid rather than terrorism. She challenged the GOP focus on Rice's comments, which were based on intelligence talking points.

"The fact is we had four dead Americans. Was it because of a protest? Or was it because of guys out for a walk one night who decided they'd go kill some Americans? What difference, at this point, does it make?" a clearly exasperated and angry Clinton told Sen. Ron Johnson, R-Wis. "It is our job to figure out what happened and do everything we can to prevent it from ever happening again, senator."

She insisted that "people were trying in real time to get to the best information," and that her focus was on looking ahead on how to improve security rather than revisiting the talking points and Rice's television appearance.

Clinton said the department is implementing the 29 recommendations of an independent review board that harshly criticized the department as well as going above and beyond the proposals, with a special focus on high-threat posts.

The review board report faulted "systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department" and four employees were put on administrative leave.

"Nobody is more committed to getting this right," she said. "I am determined to leave the State Department and our country safer, stronger, and more secure."

Three weeks after her release from a New York hospital, Clinton was at times defiant, complimentary and willing to chastise lawmakers. She tangled with some who could be rivals in 2016 if she decides to seek the presidency again.

She will appear before the committee on Thursday to introduce her likely successor, Sen. John Kerry, D-Mass., a session certain to be more reserved.

Clinton refused to back down from withering GOP criticism of the Obama administration's shifting explanations about the assault.

Sen. John McCain, R-Ariz., a Clinton friend in the Senate, offered praise along with harsh complaints.

"It's wonderful to see you in good health and combative as ever," McCain told a visibly slimmer Clinton, whose planned testimony last month was delayed because of her illness.

In the same breath, he dismissed her explanation of events, the administration's response to warnings about the deteriorating security situation in Libya and even the attention paid to Libya after rebels toppled strongman Moammar Gadhafi.

For her part, Clinton complained about the congressional holds placed on foreign aid and bilateral assistance. "We have to get our act together," she told the panel.

Her testimony focused not only on the attack but the growing threat from extremists in northern Africa, pointing out that Libya was not an isolated incident.

"The Arab revolutions have scrambled power dynamics and shattered security forces across the region," she said. "And instability in Mali has created an expanding safe haven for terrorists who look to extend their influence and plot further attacks of the kind we saw just last week in Algeria."

She said the Obama administration is pressing for a greater understanding of the hostage-taking there and rescue effort that left three Americans dead.

Clinton parried tough questions from Republicans, offering a detailed timeline of events on Sept. 11 and the Obama administration efforts to aid the Americans in Libya while simultaneously dealing with protests in Cairo and other countries.

GOP lawmakers repeatedly questioned Clinton about whether she had seen earlier requests for beefed-up security.

"I did not see these requests. They did not come to me. I did not approve them. I did not deny them," she said.

That provoked a testy response from Sen. Rand Paul, R-Ky., a potential presidential candidate in 2016. He excoriated Clinton and expressed disbelief that she hadn't read the cables about security concerns.

"Had I been president at the time and I found that you did not read the cables from Benghazi, you did not read the cables from Ambassador Stevens, I would have relieved you of your post," Paul told Clinton. "I think it's inexcusable.

Clinton took Republicans to task, chiding House GOP members for recently stripping $1 billion in security aid from the hurricane relief bill and the Senate panel for failing for years to produce an authorization bill.

In northern California, Stevens' stepfather, Bob Commanday, said the family has avoided discussions of whether security was adequate. He said Clinton had been in contact with the family on several occasions since the attack.

"We're very aware of her sympathy because of our contact with her and the way she has connected with us and written to us," he said. "It's a tragedy and nothing that is said or done can bring him back, so we are just going on with life."

In something of a valedictory, Clinton noted her robust itinerary in four years and her work, nearly 1 million miles and 112 countries.

"My faith in our country and our future is stronger than ever. Every time that blue and white airplane carrying the words "United States of America" touches down in some far-off capital, I feel again the honor it is to represent the world's indispensable nation. And I am confident that, with your help, we will continue to keep the United States safe, strong, and exceptional."

Clinton was the sole witness at back-to-back hearings before the Senate and House foreign policy panels on the September raid. She had been scheduled to testify before Congress last month, but an illness, a concussion and a blood clot near her brain forced her to postpone her appearance.

Absent from the hearing was Kerry. Sen. Bob Menendez, D-N.J., the incoming chairman, presided over the hearing.

Clinton's testimony was focusing on the Libya attack after more than three months of Republican charges that the Obama administration ignored signs of a deteriorating security situation there and cast an act of terrorism as mere protests over an anti-Muslim video in the heat of a presidential election. Washington officials suspect that militants linked to al-Qaida carried out the attack.

Politics play an outsized role in any appearance by Clinton, who sought the Democratic presidential nomination in 2008 and is the subject of constant speculation about a possible bid in 2016. The former first lady and New York senator ? a polarizing figure dogged by controversy ? is about to end her four-year tenure at the State Department with high favorable ratings.

A poll early last month by the Pew Research Center for the People & the Press found 65 percent of Americans held a favorable impression of Clinton, compared with 29 percent unfavorable.

On the panel at the hearing were two possible 2016 Republican presidential candidates ? Florida's Marco Rubio and Paul, a new member of the committee.

Clinton did little to quiet the presidential chatter earlier this month when she returned to work at the State Department after her illness. On the subject of retirement, she said, "I don't know if that is a word I would use, but certainly stepping off the very fast track for a little while."
