Two Indian air force helicopters have collided in mid-air in India's western state of Gujarat, killing nine on board.

The two Russian-made helicopters crashed into each other in mid-air just after taking off from an air base near the village of Sarmat in Jamnagar district, reported BBC News. "Revolution" plans bike-powered screening

NEW YORK (TheWrap.com) - NBC's upcoming drama "Revolution" - which imagines a future where all sources of energy have disappeared - will help viewers get in the mood with a bicycle-powered screening next week.

The screening Tuesday in New York City is one of ten screenings planned around the country before the show's premiere. Cyclists including series star Tim Guineee will pedal to generate enough energy for the screening.

Anyone interested in attending is encouraged to walk or bike to the event, at Hudson River Park's Pier 57. In a Portlandian touch, bikes messengers will be available. (Seating for the screenings is first come, first served.)

"Revolution," produced by J.J. Abrams, Jon Favreau and Eric Kripke, premieres Monday, September 17 at 10 p.m., following "The Voice."

"Revolution" will also screen in Atlanta, Boston, Chicago, Denver, Los Angeles, Minneapolis, Philadelphia, Salt Lake City, Wilmington, and Seattle.

Local governments in China sell land plots while foreign investors ...

29 August, 2012, 13:33. Posted by Zarathustra

Yesterday, we noted that the government of Wenzhou has put up 52 land plots for sale all in one go.? A sign of desperation, as government?s revenue fell amid slowing economy and weak real estate market.

Of course, this is not a unique phenomenon in Wenzhou.? On the whole, land sales revenue for the whole of China has fallen by 27.5% in the first half of the year compared to a year ago according to First Financial Daily, citing figures from the Ministry of Finance.? As almost 40% of provincial governments have been unable to reach their half-year budget target for the first half of the year, local governments are getting aggressive in putting up land plots on sale in hope to take advantage of the recently warmed-up real estate market and renewed interests from some real estate developers to ?buy the dip?, local governments put up land plots for sales as aggressively as they can.

Hangzhou, for instance, put up 7 land lots for sale on 27 August, raising about RMB5.4 billion of revenue according to First Financial Daily.? Meanwhile, Beijing is also putting up 11 land plots for sale on 17 September, and Shijiazhuang is putting up 8 plots according to the same report.

While local governments are hopeful that putting up more land plots for sale would help their finances, foreign real estate investors are getting more cautious.? We knew from earlier report on foreign direct investment that FDI in the real estate sector has fallen by 9.3% yoy for the first seven months of the year.? A grimmer picture came from National Bureau of Statistics, which says funding from foreign sources in real estate investment has fallen by 54.3% yoy for the first seven months of the year.?

China Securities Journal noted that Tishman Speyer, a real estate developer based in the United States is currently trying to sell one land plot in Shanghai which was acquired in 2008.? Many more other foreign real estate developers are cutting prices to sell off their inventory (with some owners that bought the apartments only months earlier getting angry, like this, perhaps).? On that note, we could go back to the recurring theme here that slowing capital inflow (and emergence of slow capital outflow) has already broken the old money creation mechanism.?

In any case, there is nothing to feel excited about.

Samsung ATIV Smart PC dock hands-on

And hey, what's a Windows 8 tablet without a docking station? Sure enough, Samsung was showing off a snazzy one tonight that turns your bright and beautiful ATIV Smart PC (which is a bit chunkier than its brother) into a notebook. The tablet slots into the top of the keyboard dock, with the Windows 8 button obscured slightly by the top of the dock. The device does look a fair amount like a netbook when it's firmly nestled inside. But we have to say, the quality of the dock doesn't match the beauty of the tablet itself, the plasticky bottom clashing with the brushed aluminum backing, particularly where the lip shows up slightly on the rear of the device.

When using the dock, you're likely going to spend most of your time in the classic UI -- and when you want to switch, you can just hit the button at the top of the dock to release the tablet from its docky prison. The buttons and trackpad feel a bit like a low-end netbook, and we had to do some fiddling to get that mouse across the desktop. We're hoping that Samsung will either release a slicker version or we'll be seeing something from a third-party manufacturer. In the meantime, the dock feels more like a second home for the tablet, best saved for those rare occasions when you'll need to do, say, some serious word processing.

Tapping engineers, families for hospital safety

This undated handout photo provided by Nicole D. James shows James, of Elkridge, Md., who spent two extra weeks in the hospital when a doctor added an unneeded medication to her usual care for sickle care anemia without consulting her first. A project announced Tuesday by Johns Hopkins University and the Gordon and Betty Moore Foundation aims to improve hospital safety by engineering safer treatment systems and getting more patients and families actively involved in care. (AP Photo)

(AP) ? Head of the hospital bed raised? Check. Patient's teeth brushed? Check.

Those simple but often overlooked steps can help protect some of the most critically ill patients ? those on ventilators ? from developing deadly pneumonia. And if they knew about them, family members could ensure the steps weren't forgotten.

Hospitals are rife with infections and opportunities for medical mistakes. Now, a nearly $9 million project at Johns Hopkins University aims to combine engineering with the power of patients and their families to prevent some of the most common threats.

The idea: Design patient safety to be more like a car's dashboard, which automatically signals drivers when the oil needs changing or if a passenger forgot to buckle up, or like the countdown systems that make sure no step is missed when a satellite is launched.

Today, safe, quality care largely depends on individual health workers remembering hundreds of steps without good ways to tell if they forget one, said Hopkins' patient safety expert Dr. Peter Pronovost. Getting it right takes what he calls "almost heroic efforts."

And too often, the people best able to spot early warning signs ? patients and their families ? are treated as passive bystanders rather than encouraged to participate in their care, he said.

"Who knows better than the family?" asked Dr. George Bo-Linn of the Gordon and Betty Moore Foundation's new Patient Care Program.

The foundation, created by Intel co-founder Gordon Moore, announced Tuesday that it is funding the Hopkins work as the first step in a planned 10-year, $500 million effort to improve patient safety and family engagement in hospitals around the country. Separately, the Institute of Medicine has signed on to help, partnering with the National Academy of Engineering, to bring together top experts on how to design safety systems.

Sometimes the failure to merely discuss treatment with patients or their families causes the harm. Consider Nicole D. James, a commercial property manager in Elkridge, Md., who undergoes frequent overnight hospital stays to treat the intense pain of sickle cell anemia. One such visit turned into a miserable two-week stay when the ER doctor added a powerful antibiotic to James' usual pain treatment without telling her first ? a drug that worsened her sickle cell crisis.

It turned out the doctor had spotted a shadow on James' lung X-ray that he thought was pneumonia but that she could have told him, and her regular physician confirmed, really was old scar tissue.

"I know what's normal for me," said James, 37, who now insists that relatives drive past closer hospitals for Hopkins, where her doctor practices, no matter how late at night or intense her pain. Because the doctors know her, "I am not just somebody lying on the table. I am part of the team."

Tens of thousands of preventable deaths occur in U.S. hospitals every year. Numerous programs are under way to improve patient safety. Among them is the government's Partnership for Patients, funded by $1 billion from the new health care law, that is helping hospitals adopt proven safety strategies.

Hopkins' Pronovost led the creation of one of the most well-known ? a simple checklist that ensures hospital workers follow steps that lower the risk of deadly bloodstream infections from common IV catheters. That checklist now is being used in ICUs nationwide, and the government reported last year that those infections have plummeted by 60 percent as a result.

But catheter infections are just one of a dozen serious hospital-caused harms that threaten ICU patients, Pronovost said. Rather than fighting them one at a time, his new project will target multiple ICU threats simultaneously ? from ventilator-associated pneumonia to deadly blood clots ? without relying on old-fashioned paper checklists and with more family involvement.

It will require linking medical devices that today don't talk to each other, he said. For instance, pumps that deliver narcotic painkillers aren't linked to other devices that monitor breathing. If connected, the painkillers could be stopped automatically at the first sign of respiratory problems, a known side effect.

Other protections are far less complex. Keeping the head of the bed elevated at least 30 degrees and good oral hygiene are among the steps that help fend off the pneumonia that kills 36,000 people a year while they're on ventilators. That's something family members can watch for ? or they even can be trained to brush a loved one's teeth around the breathing tube.

Already, Hopkins has introduced a "family involvement menu" of care items. "We believe that you know the person that we are caring for far better than we do," the menu reads.

Ultimately, Pronovost envisions an iPad-like device that allows both health workers and family members to see at a glance which of dozens of required daily care steps have been performed and which still need to be.

"The beauty of checklists is it gives you that constant visual reminder," and an electronic, automated version is the next logical evolution, said Ann Marie Pettis, director of infection prevention at the University of Rochester Medical Center, who called the project intriguing.

Engaging the patient and family in some ways is tougher. Hospitals have had a hard time encouraging people to ask doctors and nurses if they've washed their hands, said Gina Pugliese of the Premier Safety Institute, a hospital improvement alliance.

"So many patients and families are hesitant to ever question the doctor," she said. "It's so important they get involved."

Your Business May Be Ruining Your ... - A New Leaf Productivity

If you're new here, you may want to subscribe to my RSS feed. Thanks for visiting!

I was chatting with one of my coaching clients this morning and we were discussing her nearly impossible schedule.? Donna is helping to run two businesses and is spending all of her time in the office.? Her home life is suffering and she is getting very frustrated with the situation.? As we talked about what the future might look like for her I realized that unless she addresses a major problem, this situation will never change.

Donna?s problem, quite simply, is that she is unable to say no to work activities.? She has worked in the primary company for a number of years and is the ?go to? woman for every problem imaginable.? She took on the running of another company at the urging of her boss.? She has now created a situation where she has to work 80 or more hours per week and she still can?t keep up with the workload.

Obviously, this is not a good situation, but it isn?t impossible to remedy.? She is highly frustrated with the situation and her home and personal life is seriously suffering.? What I find interesting in these situations is that people don?t realize that when they say yes to one thing, they are also saying no to something else.? In this case, she is always saying yes to more work projects, and at the same time is saying no to taking care of her home, spending time with her family, and taking care of herself.

As business owners, we do this constantly.? Every decision to forego some family event or self care is done in the name of the business.? Another coaching client of mine, Jennifer, related a story about her daughter.? Jennifer was working diligently on the computer, responding to email and getting work done.? Every now and then, her little girl would come in and ask her mommy to come and lay with her.? Jennifer?s response was ?I?ll come to lay with you in 5 minutes.?? This happened a few times and finally when Jennifer pulled herself away from the computer, her daughter had already fallen asleep.

Can you relate to this scenario?? How many times have you sacrificed personal and family time for checking email, working on a project, or any other business related tasks?

Obviously, you have to work.? You must get all of these things done, but if you?re like me, I don?t believe you started your business to have a life dominated by work.? Most of us start our businesses so that we will be able to spend more time with our families and to do the things we really enjoy.

Has your business taken over your life?? ??If so, the good news is that you can get your life back.? Here are three ideas to help you to reclaim your time and relationships while maintaining a profitable, thriving business.

  1. Give some thought to why you started your business or career.
More than likely the reason was not to spend 80 to 100 hours per week working, never having time for your family or yourself.? When you are able to reconnect with your initial vision for your business, it will get you motivated to make some changes in your business and the way you are working.
  2. Set up systems and routines.
With simple systems and processes, your business can run smoothly and efficiently.? You can create routines and structure so that you are available for your family when they want and need you.? An example might be that you set firm office hours and communicate those to your kids.? When your office hours end, you are then available to them for play time, helping with homework or whatever it is they need.? The key here is that you must honor those office hours and honor the time you set aside for your family and yourself.
  3. Take care of yourself first.
We hear this often, but I think it can?t be said often enough.? If you don?t take care of yourself, you are not much good to others.? Running yourself ragged by working too much sets you up for stress and potential illness.? Often our bodies just decide it?s time to shut down and you will become sick, requiring that you take a break.? It?s much better to plan down time and self care so that you are in control of those breaks.

I don?t know about you, but I don?t live to work.? I work to support my lifestyle which includes spending ample time with my family, doing things I love, and getting rest and relaxation.? Is your business or job negatively impacting your relationships or your health?? I would love to hear your thoughts on this topic.

96 dollars ,than the issue price of $8.5, up $1.46 ,or 17.18%. but good times don ,because the United States sub-loan crisis and economic recession, the stock has declined ,and the last 3 months, stock prices rose sharply ,P / E ratio reached more than 30 times ,www.louboutindefrances.com,the highest price of $13.
98 ,www.christianlouboutinoutletinusa.com,significantly outperformed the Dow and Nasdaq index at the same time ,also exceeded many listed in the United States of India giant performance . In this regard ,VanceInfo President Chen Lifeng to think ,Listed at the beginning, investors in the company also do not understand ,thought it as outsourcing enterprises ,by the American economic downturn impact, stock price fluctuation can hardly be avoided .
But in fact it is the source of most of the business of foreign companies in China ,these operations with the Foreign Company in China ,by the United States sub-loan crisis is very small ;and ,China the outsourcing industry there is a big space ,development situation is generally good .
For it ,the past two quarter report is very good ,not only to the acceptance of Wall Street ,and beyond the expectations of investors ,proved that the company capacity ,thus obtained the confidence of investors ,the shares rose sharply .
However ,in the enterprise the development and brand in the process of creating the many challenges still exist in.2008, for the outsourcing of enterprises is very challenging year .International big environment is the United States market continued to decline ,the dollar depreciates ceaselessly, relatively increasing appreciation of the renminbi.
These mainly cheap labour to attract the employer of the service outsourcing industry is a a severe test. Although the service outsourcing business growth rate is very high ,but the profit level is relatively low ,this is because Most of China outsourcing enterprises mainly engaged in coding ,testing ,data entry and other low-end ,low value-added work .
At the same time, because the software outsourcing service the main settlement currency is dollars ,but the enterprise cost is mainly in Renminbi .The depreciation of the dollar ,Renminbi appreciation led directly to the software outsourcing service profit margin.
For these situation ,big software outsourcing companies and analysts hold an optimistic view IDC Chinese senior analyst Yu Qian to Chinese outsourcing industry foreground view is :&quot ;generally speaking ,despite the recession of American economy ,we should keep an optimistic estimate of.
&quot ;Beyondsoft President Wang Bin to express ,the appreciation of the renminbi is an irreversible trend in the short-term .There are some effects in the long term ,the outsourcing industry is a warning .
This will require the enterprises to enhance their competitiveness ,into the army high interest rates ,high value-added high-end market. For the depreciation of the dollar ,RMB appreciation of the current economic situation, the wave of the group of software outsourcing business general manager Eric Kong Lee is introduced: the tide is currently by expanding the scope of business ,improve value-added ,strengthen business ability ,and strengthen the overseas team building etc.
To avoid losses. And evens President Chen Lifeng expresses ,company business is mostly settled in Renminbi ,which forms a natural hedge ,so little effect of devaluation of US dollar on it .
Although the United States in order to save the increasingly sluggish domestic market and rising unemployment ,introduced restrictions on outsourcing motion ,the short term may have some effect ,but ,louboutin,in the long term, the United States this practice is prove futile .
IDC senior analyst Yu Qian of the view is :o utsourcing is the globalization of resource distribution results ,this trend is irreversible ,the government behavior to conform to the trend of economic development .
The United States economy on China effects can be said to be .It may be one divides into two. On the lower end of the outsourcing business caused great impact, require enterprises to improve the competitiveness ,the development of high-end business ;but on the other hand ,louboutin shoes, for saving cost requirements ,there will be more business outsourcing, the Chinese enterprise is a chance.
The whole American recession on China economy is to promote outsourcing industry integration is a process we can see ,the service outsourcing industry development is no longer simple cheap labor to undertake single outsourcing service Service industry ,with the development of the industry ,outsourcing has been deep into the employer ,a higher gold content .
Therefore ,www.flouboutinpascherfrance.com,quality requirements to the far greater than the price ,the competition of the enterprise is how to provide more quality services ,delivered to the customer a beyond his expectation of services or products .
Enterprises with their own efforts and strength to establish a corporate brand .China outsourcing enterprises need to continue practicing internal strength of &quot ;&quot ;,increase the competitive ability of the enterprise .
The support of government outsourcing branding for service outsourcing industry ,the Chinese government has given strong support. In China eleven &quot ;five &quot ;economic development strategy, louboutin pas cher, the development of service outsourcing is one of the most important contents in.
2006 year ten National People passed by the four session of national economy and social development Eleventh Five Year Plan in point out clearly, want &quot to speed up the transformation of foreign trade growth mode ;&quot ;&quot ;construction of a number of service outsourcing base ,and ordered to undertake the transfer of international service industry &quot ;then in 2007 issued by the NPC and CPPCC government work report once again stressed the need to &quot ;vigorously developing international service outsourcing in China ,improve the development level of service industry &quot state ;.
Institute according to the spirit and instructions ,in 2007 the State Council promulgated on accelerating the development of service industry . some opinions of the relevant state ministries and commissions have made a series of development policy and planning ,one of the more important a Ministry of Commerce on the implementation of service outsourcing Qianbaishi engineering &quot ;&quot ;notice ,service outsourcing Qianbaishi &quot ;project objectives are: &quot ;&quot five ;&quot eleven ;during construction ,in the whole nation 10 must have the international competitiveness of the service outsourcing base city ,promote the 100 world famous Multi-National Corporation in the service outsourcing business is transferred to China ,breed 1000 achieved international qualification is large and medium-sized the service outsourcing enterprises, create favorable conditions ,the whole azimuth ( Offshore ) undertaking international service outsourcing business, and continuously improve service value ,achieve the 2010 service outsourcing exports in 2005 based on the quadruple .
,chairman and chief executive officer Liu Tianwen think ,&quot ;L R Qianbaishi project implementation ,on China has the very big promotion. There is a slogan is based on L Qianbaishi engineering to create R outsourcing enterprise.
&quot ;government in speeding up the service outsourcing base construction ,strengthen the service outsourcing industry development policy support ,plus On service outsourcing talent training ,improve the service outsourcing support services platform ,have done a lot of work ,from taxes ,subsidies ,personnel training ,infrastructure construction and other aspects of support ,to establish a set of relatively complete service outsourcing industry policy support system.
China outsourcing industry is still in the initial stage of development ,government policy support is still needs further improvement. In this respect ,we can draw lessons from the experience of India .
In India outsourcing industry development history ,was able to become world &quot ,&quot ;office ;and the India government vigorously support the outsourcing industry is inseparable. In addition to the outsourcing industry tax policy ,give aid to energetically ,in on the international market, the government of India and even personally for national service outsourcing for publicity .
The service outsourcing as a strategic industry to develop ,through the national platform ,on the India outer bag brand are thick and heavy in colours &quot ;&quot ;packaging. In summary India development experience ,the wave of the group general manager of Eric software outsourcing business Kong Lee said :the government of India has a very clear software outsourcing industry development target and program, very early in the service outsourcing trade goods of foreign trade promoted to the height ,and the And to concentrate their efforts to the international market .
From the employer ,first of all ,it is concerned with the host country political and economic environment ,and is a commercial environment ,infrastructure environment and so on, and the enterprise is integrated in the national investment environment before further consideration .
So for host country, to do first is to form a national voice ,face to the world for publicity, display the national strength and external package industry encouraged attitude. In this respect ,the Chinese government has taken note of this point ,and is a beneficial attempt in 2007.
The Dalian held &quot ;Fifth China International Software rendezvous &quot ;,Ministry of Commerce Trade in Services Division Deputy Director Dan Qingjiang said :&quot ;although in recent years China software enterprises have achieved great development ,but the international influence is not very also ,this and China trading powers do not match the position .
As soon as possible to establish Chinese outsourcing brands ,the Ministry of Commerce will work with the Ministry of finance ,Ministry of information industry and other departments concerned to study the formulation of encouraged to undertake the outsourcing in financial and other aspects of the support policy ,will be included in the catalogue for the guidance of foreign service outsourcing ,Multi-National Corporation to promote service outsourcing business transfer to China ,the inclusion of items And the enterprise must give preferential policies .

Divorce counselors should teach ex-spouses to use technology as tool rather than weapon so disagreements do not harm children

COLUMBIA, Mo. Separated and divorced couples are increasingly using emails, texting and social media to communicate with their ex-partners about their children. However, when ex-spouses use that technology to withhold or manipulate information, the children are the ones who suffer most, according to a University of Missouri family studies expert. A new study suggests divorce counselors should teach separated parents effective ways to use communication technology in order to maintain healthy environments for their children.

Lawrence Ganong, a professor of human development and family studies at MU, found that ex-partners who were cooperative with one another used emails and texting to facilitate effective co-parenting, while couples who did not get along used communication technology to avoid confrontations and control their former partners' access to their children.

"Technology makes it easier for divorced couples to get along, and it also makes it easier for them not to get along," said Ganong, who also is a professor of nursing at MU. "Parents who use technology effectively can make co-parenting easier, which places less stress on the children. Parents who use communication technology to manipulate or withhold information from the other parent can cause pain to the child."

Ganong and his colleagues interviewed 49 divorced parents individually about the quality of their relationships with their ex-partners.

Parents who had cooperative relationships saw communication technology (email, texting) as an effective tool to coordinate exchanges of their children, and some even used online calendars to share information about their children's activities. However, separated parents who had hostile relationships used the same technology to manipulate their ex-spouses and limit communication. For example, some parents in the study pretended they never received emails from their former partners. Regardless of how the couples got along, nearly all of the divorced parents used communication technology to maintain household boundaries and establish records of decisions.

When divorces end with some hostility between the parents, Ganong suggests that divorce counselors focus on teaching the couples effective ways to use technology to communicate with one another. Doing so will help children transition more smoothly between the two homes and keep them from being caught in the middle of their parents' conflicts, he said.

"Parents who are hostile need to set their feelings aside and understand that they need to communicate effectively in order to protect the emotional well-being of their children," Ganong said. "Email is a great resource for hostile parents who can't talk face-to-face. They can communicate essential information while editing what they say to avoid conflict. Also, the parents have a record of what was agreed upon."

###

Ganong is a professor in the Department of Human Development and Family Studies in the College of Human Environmental Sciences and also is a professor in the Sinclair School of Nursing.

The study, "Communication Technology and Postdivorce Coparenting" was co-authored by Marilyn Coleman, Richard Feistman and Tyler Jamison from the University of Missouri and Melinda Stafford Markham from Kansas State University. The study was published last month in the journal Family Relations.

Who'll get Armstrong's Tour titles? No easy answer

(AP) ? With Lance Armstrong stripped of his seven Tour de France titles for doping, simple logic might suggest that his runners-up from 1999 to 2005 would just inherit them, right?

Not so fast.

The doping-dazed sport of cycling has a logic all its own, and nearly all of the Texan's second-place finishers had their own issues, cases, admissions or suspicions about drug use or cheating at one point or another.

It makes for no easy choices for cycling's authorities and historians.

The International Cycling Union, UCI, has control on the record books, but has declined to comment until it learns of the U.S. Anti-Doping Agency's reasons for stripping Armstrong of his Tour titles on Friday. Tour organizers were even more mum, deferring to the UCI and USADA in a two-sentence statement.

It could take months, or years, to iron out. But a guessing game has already erupted about who will ? or should ? inherit Armstrong's titles, and whether cycling chiefs might try to clean the slate once and for all.

Pierre Bordry, a former head of the French anti-doping agency, suggested the sport's authorities should use the chance to send the message that cycling is clearing the wreckage deep in its doping past.

"When he's stripped of his titles ? if they do ? from Mr. Armstrong ... they're not necessarily required to give them to someone else," he told France-Info radio. "It's very clear that the titles of Tour de France champion mustn't be awarded to people who faced suspicion that they were doped, or who were."

Former Armstrong rival Filippo Simeoni of Italy told The Associated Press that the succession issue was "a good question. That entire decade was one big bluff."

Road-race cycling, one of the world's most grueling endurance sports, has been plagued by drug use and other cheating ever since the first Tour in 1903 ? when competitors juiced up on wine, cocaine, wine, even strychnine, to get a lift in the nearly inhuman three-week race.

Modern, high-tech medicine and the lure of riches and fame in an increasingly global sport tempted many to try to cheat over the last 15 years or so. At the same time, sport authorities ? responding in part to criticism from fans ? have cracked down with tougher penalties and anti-doping controls, which in part explains the upsurge in scandals.

It's hard to come by an exhaustive and definitive list of cyclists and teams involved in doping cases, but many experts believe the Tour peloton was more rife with drugs cheats in the 1990s and early 2000s than today. Few experts believe that cycling is clean, and the Tour this year was marred by two doping-related cases.

The dilemma for sport historians stems in part from lax, ineffective or nonexistent doping controls in previous years. For example, a test for blood booster EPO ? the longtime designer-drug for cyclists ? was only approved by the International Olympic Committee and UCI in 2000, but it was believed to be widely used in the peloton in the 1990s.

Even when riders were caught or admitted to doping, the penalties weren't as severe as they would be today. Take 1999, the year of Armstrong's first win. His runner-up was Swiss rider Alex Zulle, who a year earlier had admitted to having taken EPO for the previous four years. Under today's rules, he would not have been allowed to ride in 1999. He made the admission only after his Festina team was caught in a huge 1998 scandal seen as a watershed moment in the fight against doping in cycling.

Jan Ullrich of Germany, the 1997 Tour winner and a three-time runner-up to Armstrong, was the biggest-name cyclist among at least 50 implicated in the "Operation Puerto" police investigation in Spain in 2006. Only this past February, he received a two-year ban from the Court of Arbitration for Sport in that case, though he retired years ago. He also served a six-month ban following a positive test in 2002 for amphetamines.

Like the Festina case, Puerto again exposed the breadth of doping in cycling ? either before or after some riders' best Tour performances. The 2002 runner-up, Joseba Beloki of Spain, was also implicated, but was reportedly cleared later by a Spanish court of any involvement. Ivan Basso of Italy, the 2005 runner-up, served a two-year ban linked to the Puerto case.

The 2004 runner-up was Andreas Kloeden of Germany. In 2009, an independent German probe alleged his Telekom and T-Mobile teams engaged in systematic blood doping from 1995 to 2006, and that he used illegal blood transfusions during the 2006 Tour. Kloeden, who like Basso is still competing professionally, has repeatedly denied doping.

Many factors determine how the record books might be tweaked.

In 2007, Bjarne Riis of Denmark admitted to using EPO, growth hormones and cortisone on his way to victory in the Tour in 1996 ? more than a decade after the fact. The Tour's history book left him as its winner but puts an asterisk next to his name, because "at the time of this admission, the statute of limitations had run out." The World Anti-Doping Code has an eight-year statute of limitations on doping offenses.

French newspaper Liberation on Friday posited its unofficial estimate about "potential winners" based on a sweeping calculation that excluded any rider who tested positive, was implicated in doping, or even had contact with teams or doctors suspected of banned practices during the Armstrong era.

For example, the newspaper claimed little-known Italian Daniele Nardello was the highest-placed rider in the 2000 Tour never implicated in any doping or suspicion ? and he finished 10th that year.

The daily also suggested the 2002 title could go to Carlos Sastre, the 10th-place finisher that year, and another for 2004 when he placed eighth. The Spaniard did win the Tour outright in 2008 ? a race riddled with doping scandals. Also by Liberation's reckoning, Cadel Evans of Australia, who won the 2011 Tour, would also have won in 2005, when he was eighth.

Tour officials have scrubbed the history books before.

This year, Andy Schleck of Luxembourg inherited the 2010 title in a ceremony in his home country ? off the glamorous Champs-Elysees backdrop where the Tour finishes each year ? after Spain's Alberto Contador lost it in a doping case.

Before that, in 2007, after American Floyd Landis became the first cyclist to lose a Tour title for doping, race chiefs traveled to Spain to hand over the 2006 yellow jersey to his runner-up, Oscar Pereiro.

In a small but symbolic ceremony at Spain's Sports Ministry, Tour President Christian Prudhomme hailed Pereiro as "a late winner, but ... a real winner."

How times were simpler then: Now it's up to cycling's bosses to determine the "real winner" of the races still listed as Armstrong victories.

STRATEGIC PLANNING FOR LAW FIRMS: A PRACTICAL ROADMAP

RUNNING OR MANAGING A LAW PRACTICE? THIS ?ROADMAP? HELPS YOU PLAN A BETTER ROUTE TO CONSISTENT PROFIT AND GROWTH

An appreciation by Phillip Taylor MBE and Elizabeth Taylor of Richmond Green Chambers

One of the latest publications from the estimable Ark Group, ?Strategic Planning for Law Firms: a Practical Roadmap? gives you access to the kind of top-flight management consultancy and advice you need to position and grow your law practice, or firm as a profitable business. In our view it should emerge as a must-have purchase for anyone involved in the operation of a legal practice.

It will certainly be of special interest to law firms whose senior partners and/or practice managers are all too aware that law, as well as being a learned profession, is also a business, with in-built business concerns and objectives involving, for example, client service, competitiveness, profit and growth.

The book is obviously targeted to law firms in North America, but all the more interesting for that. It?s always valuable to gain access to insights on strategic business practice gleaned from one?s transatlantic peers and contemporaries ? especially in today?s competitive global markets.

In format and content, not to mention philosophical orientation, the book could be referred to as (and is) a management report, although it?s more than that.

Neither a ?manual? nor a ?practical guide?, it?s instead called a ?roadmap? ? which it more or less, is. It functions as a sort of ordnance survey of strategic management advice designed to guide you through those specific business territories through which law firms must typically navigate, while alerting you to possible wrong-turnings and obstacles that may confound and confuse you along the way.

The topics it covers are too extensive and numerous to list here in their entirety, but they do include, for example, the elements of a well constructed strategic plan? the strategies and resources needed to achieve it? the means of developing such strategies ? and the practical means by which they may be put into action on a day-to-day basis.

The book?s four-part structure includes a review of management tools and principles that drive winning strategies, together with a discussion of the strategic issues that face law firms, including people issues, knowledge management and financial management.

And, as example is often the best form of instruction, there are some rather fascinating case studies that demonstrate by illustration and anecdote how the strategic planning process actually works.

Author John Sterling, an expert in strategic planning, assures us that the principles and practices described are applicable equally to large, mid-size and boutique law firms, Within the UK context, we would also add that the book is a useful source of consultancy for firms of solicitors with international links and directly adaptable to the needs and aspirations of sets of chambers.

Indeed, with business having gone global, this ?roadmap? would be useful for just about any law firm anywhere, particularly firms specializing in commercial law. Whether or not you have sought out the services of a management consultant, this book will familiarize you with the systems, methods and processes of strategic business planning, which can only help you enhance the reputation and profitability of your firm.
